Safeguarding and improving people's livelihood is an ongoing process. 保障和改善民生没有终点，只有连续不断的新起点。

The CPC Henan Provincial Committee and the CPC Zhengzhou Municipal Committee have set strengthening community-level Party organizing efforts as a key objective. In support of this goal, starting in April 2020 the Organization Department of the CPC Zhengzhou Municipal Committee launched the "committing to tangible achievements with vigour" campaign among community-level Party branch secretaries throughout the whole city. This campaign aims to comprehensively improve the ability of community-level Party branch secretaries to promote Party building, pursue development, improve services, to encourage enthusiasm in their work and to focus their energy and efforts on rural revitalization and community-level governance.
为全面提升村（社区）党组织书记抓党建、抓发展、抓服务的能力素质，充分调动工作积极性，把精力、资源聚焦到乡村振兴和基层治理上来，2020年4月起，郑州市委组织部按照省委、市委加强以新时代党的建设为根本的基层基础工作部署，在全市谋划开展了村（社区）党组织书记“亮承诺赛实绩比干劲”活动（以下简称“亮赛比”活动），实实在在以“民生视角”破解了“民生死角”。

Grassroots organizers are not only responsible for directly implementing policies, but also act at the forefront of development. Their morale and enthusiasm for their work is a critical factor in determining the success or failure of our great cause.
基层干部不仅是顶层设计的直接执行者，也是身处建设前沿的“弄潮儿”，他们对待工作的积极性是决定我们伟大事业成败的关键因素。


Community-level Party branch secretaries shoulder the important task of leading all grassroots work. Their political quality, competence, and ability to act greatly impact the basic living standards of the population, the effectiveness of urban and rural governance, community-level reform and development, as well as the successful implementation of the decisions and policies of the central government, the CPC Henan Provincial Committee, and the CPC Zhengzhou Municipal committee.
村（社区）党组织书记肩负着领导村级各项工作的重任，其政治品质、能力素质及作用发挥如何，直接关系着群众的衣食冷暖、城乡的治理成效和基层的改革发展稳定，关系着中央和省委、市委各项决策部署的落地生根。


As a result, efforts will be made to support enthusiasm, initiative, and creativity in community-level secretaries, and to foster a political environment that promotes capability and responsibility in officials. Only in this way can the effectiveness of community-level governance be improved in order to address the urgent challenges of public concern.
因此，只有最大限度地调动基层干部的积极性、主动性、创造性，营造“敢于担当，为官有为”的政治生态，方能有效提升基层治理能力、解决群众“急难愁盼” 问题。


During the campaign, the main responsibilities of community-level Party branch secretaries will be to focus on Party building, to pursue development, and to improve services and governance. They are committed to tangible achievements, and they will pursue them with vigour. Every year, the top 10 and top 100 outstanding officials will be selected to share their governance experience. This should intrinsically motivate workers and create a positive atmosphere of striving for excellence, which will in turn guarantee the comprehensive implementation of the rural revitalization strategy and the modernization of grass-roots governance.
“亮赛比”活动通过承诺、亮诺、践诺，专项竞赛、擂台比武，评出“十佳百优”集中交流展示，引导村（社区）党组织书记聚焦抓党建、抓服务、抓治理、抓发展的主责，亮赛实绩成效，比拼作风干劲，有力激发内生动力，形成“人争先进、事争一流”的浓厚氛围，为全面实施乡村振兴战略和基层治理现代化提供了坚强组织保证。

The rapid development of urban construction is driven by the population's desire for continuous improvements in living standards. To this end, city managers are required to closely monitor the changing needs of the population so that resources are efficiently allocated where required.
城市建设日新月异的背后，承载着人们对生活品质不断提升的向往，要求城市基层管理者必须更加准确地把握人民群众需求与城市治理的共鸣点，实现资源与需求的精准对接。


This year, the Party Working Committee of Fengqing Road, Jinshui District, began a comprehensive reconstruction of Sanquan Road. Focusing on residents' livelihoods, it brings tangible benefits to people, and strives to create a beautiful high-quality, well-ordered, and human-centered street, further contributing to the rapid development of the northern urban areas.
为了落实“我为群众办实事”，今年以来，郑州市金水区丰庆路街道党工委以三全路道路综合改造为抓手，聚焦民生办好实事，着力打造高品质、秩序好、有温度的美丽街区，为全区实现北部城区跨越发展贡献“丰庆力量”。


Roads are getting cleaner and more orderly, old neighborhoods are getting a new look, and community services are improving, bringing tangible benefits to residents. Moreover, it reflects grassroots managers' attentiveness towards civic life and their promotion of refined urban development.
道路越来越整洁有序，老旧小区也焕然一新，就连社区服务都更贴心了……这样的民生实事，不仅给老百姓带来了满满的获得感，而且体现了基层管理者的群众视角和民生情怀，有效推动了城市建设管理精细化发展。


Strengthening weak links in people's wellbeing

多举措补齐民生短板

Happiness only comes through hard work. Since the CPC was founded on July 1st, 1921, its mission has been to seek happiness for the Chinese people and rejuvenation for the Chinese nation. Community-level officials, in particular, must embrace their responsibility with passion, take initiative at work, and perform their fundamental duty to serve the people.
幸福都是奋斗出来的。为中国人民谋幸福，为中华民族谋复兴，是每一个党员干部不忘的初心、牢记的使命。尤其是基层干部，更要站稳人民立场，勇于担当、积极作为，切实把造福人民作为最根本的职责。

In order to mitigate the struggles of residents' daily lives and provide for the general welfare, Zhengzhou officials have taken action to develop innovative approaches in response to the population's priorities.
为了破解“民生死角”，治理民生堵点、痛点，郑州基层干部主动作为、积极行动，从实际出发找准“民生视角”，为有效解决民生问题提供了新思路。

For example, this year Zhengzhou is focusing on coordinating rural revitalization with poverty alleviation efforts. This combined effort strives to improve living standards, and is exploring potential pilot reforms to the systems protecting and managing rural public infrastructure. In addition, the city is hastening the relocation of 20 municipal high schools and improvements to the public healthcare system. It has built 8 county-level centers for disease control and 100 government-led community healthcare centers. The city is also making great efforts to keep prices stable by strengthening price monitoring and vigilant early warning, such as exploring the establishment of a joint mechanism for online and offline monitoring and paying close attention to emerging problems such as abnormal commodity price fluctuations and risks of deflation or inflation. It maintains reserves of frozen pork, grain, vegetables and other important commodities to release during key periods to ensure the overall stability of market prices.
以今年为例，郑州市着重做好乡村振兴和脱贫攻坚的有效衔接工作，着力推动民生改善收获新成效，并探索开展农村公共基础设施管护体制改革试点。与此同时，加快推进市属20所高中阶段学校外迁，加快完善公共卫生服务体系，完成8家县级疾控中心标准化建设，全面完成100家政府主导社区卫生服务中心建设。大力做好稳定物价工作，强化价格监测预警，探索建立线上线下联合监测预警机制，密切关注商品价格异常波动、通缩通胀风险等苗头性、倾向性问题，做好冻猪肉、粮食、蔬菜等重要民生商品储备和投放，确保重点时段市场价格总体稳定。

To protect and improve people's standard of living is to directly address the most practical concerns and interests of residents. In recent years, Zhengzhou has taken several measures to address weaknesses in areas that are important to people's basic needs, which has benefited the populace, and made them feel more happy and safe.

保障和改善民生，就是要解决关系群众利益的最直接、最现实问题。近几年，郑州多举措补齐民生短板，让人民群众的获得感、幸福感、安全感得到了更大提升。
